Durante fines del siglo XIX y la primera mitad del siglo XX funcionó allí la Penitenciaría Nacional, llamada también la Tierra del Fuego en alusión a la prisión de máxima seguridad de Ushuaia donde estuvo preso el anarquista Simón Radowitzky. Numerosos fusilamientos se ejecutaron en la Cárcel de Avenida Chavango, ahora llamada Avenida Las Heras. Severino Di Giovanni, otro anarquista, fue ejecutado por orden del presidente de facto José Félix Uriburu. También, por orden de otro dictador fue fusilado el General Juan José Valle luego de una fallida sublevación contra el gobierno militar del General Aramburu.
